A surveyor confirmed that the neighboring developer encroached 15 feet onto Park property. The damaging trail loop was 100% on Park property.
At the City's request, the developer quickly replaced the topsoil and reseeded. The area might be ridable by next summer. In the meantime, the City will continue to mow a temporary loop next to the original loop.
So that's about the best we could have hoped for under the circumstances. Everyone has been super professional. Hat's off to the City and the developer for responding in a timely manner.
